Abstract

Over the years, the Nigerian public Service has not been able to re-position itself for quality service delivery to Nigerians and longevity of a standardized process. The despicable situation of the country’s federal bureaucracy is a product of several years of leadership failure and the concomitant erosion of public service values which together with other factors have contributed to the decay that has become the palpable identity of the country’s federal public service. The issues of poor service delivery has beclouded the Nigeria public service for donkeys of years or the absence of service delivery by the federal public service is a consequence of the persistent problems that have been bedeviling it.

 

 

 

 

 

 

 

CHAPTER ONE

INTRODUCTION

  • Background of the study

The optimum performance of the public service towards effective and efficient service delivery and national development is Nigeria’s government greatest nightmare (Sedeke 2020). The Public Service reflects the state of the nation and no nation has been able to advance beyond its Public Service. It is no news that no nation can attain sustainable development for the enhancement of the living standard of the people without a properly organized public service to implement government policies. As important as the public service is, the bureaucratic nature of the public service has always result to poor service delivery, lack of innovation and administrative bottleneck which has bedevil the system (sprojectng.com 2020). Nigeria is an endowed nation with material and human resources enough to drive her to socio-political and economic development (Stephen and Aliyu, 2016). All over the world, the public service seems unable to cope with the prevailing ideological, political and economic changes as well as the management innovations. In other parts of the world, especially in Nigeria, weakness of the public service is considered as one of the fundamental causes of socio-political upheavals and economic crises (Beetseh, 2014). Cognizant to this fact, over the last decade, many countries are introducing primary changes in the structure and operation of their civil service systems. Nigeria, as part of her general political and economic restructuring programmes, is undertaking comprehensive measures to restructure her civil service. In Nigeria, the civil service which constitute the hub through which the government implement its policies and programmes is bedeviled with ethical and accountability problems which has over the years constituted a significant drag on the overall growth and development of the Nigerian state (Beetseh, 2014). Conventionally, political leaders usually determine the policies in any nation. Such leaders outline the political economic and social directions for the country. It is important for these policies to be properly articulated and implemented for meaningful results. The public service is the main instrument through which government implements and administers public policies and programmes. This function usually derives from the constitution and the laws of the land (Olagboye, 2015). However, the way and manner public service in a particular state is managed determines its performance.  With a population of over 180 million hard working and very resilient Nigerians, a land mass of nearly one million square kilometers that hold great potentials for all forms of agriculture, the 7th largest producer of crude oil, the world’s 5th largest proven natural gas reserve and a plethora of solid minerals, Nigeria possess (in potentials) what it takes to be among the world’s most prosperous nations (Achimugu, Stephen and Aliyu, 2016).

  • STATEMENT OF THE PROBLEM

Over the years, the Public Sector of the economy seemed to have lost its fervor for service as most government agencies and parastatals became synonymous with inefficiency, corruption, poor service delivery or no service at all. Yet, salaries are drawn by non-performing government officials and funds for capital projects that were never executed or at best poorly executed were wasted without any scruples. This sad commentary on Nigerian Public Sector was the general reality that the citizenry had to contend with in all sectors of the economy until March, 2004 when the Federal Government took conscious step to reinvigorate the Public Sector through the introduction of the SERVICOM regime which entails the signing of service compact by government agencies with Nigerians. The SERVICOM initiative means that government would be held more accountable on grounds of its expected services to the citizenry (John 2020). This however has not yield the desired result which necessitate the need for this study.

  • OBJECTIVE OF THE STUDY

The study has one main objective which is sub-divided into general objective and specific objective, the general objective is to examine the problem of public service; the Nigerian experience. The specific objectives are:

  1. To examine the problem of public service in Nigeria
  2. To ascertain if there is any significant relationship between public service delivery and national development in Nigeria
  • To explore the causes of the lackadaisical and poor attitude to work among public servants
  1. To proffer suggested solution to the identified problem
    • RESEARCH QUESTIONS

The following research questions were formulated by the researcher to aid the completion of the study;

  1. Are there factors that inhibit the Nigerian public service from effective service delivery?
  2. Is there any significant relationship between public service delivery and national development in Nigeria?
  • Are there proximate causes to the lackadaisical and poor attitude to work among public servants?
    • RESEARCH HYPOTHESES

The following research hypotheses were formulated by the researcher to aid the completion of the study;

H0: There is no significant relationship between public service delivery and national development in Nigeria

H1: There is a significant relationship between public service delivery and national development in Nigeria

H0: There are no factors that inhibit the Nigerian public service from effective service delivery

H2: There are factors that inhibit the Nigerian public service from effective service delivery

  • SIGNIFICANCE OF THE STUDY

It is believed that at the completion of the study, the findings will be of importance to the Nigerian public service as the study seek to explore the challenges on the Nigerian public service. The study will also be of great importance to the Nigerian public servant as the study seek to educate them on the crucial role they play on national development. The study will also be of great importance to researcher who intend to embark on a study in a similar topic as the study will serve as a pathfinder to further study. The study will also be of importance to student, academia’s, lectures, researchers and the general public as the study will contribute to the pool of existing literature on the subject matter and also contribute to knowledge.

1.7 SCOPE AND LIMITATION OF THE STUDY  

The scope of the study covers the problem of public service; the Nigerian experience. But in the course of the study, there are some factors that limit the scope of the study;

AVAILABILITY OF RESEARCH MATERIAL: The research material available to the researcher is insufficient, thereby limiting the study

TIME: The time frame allocated to the study does not enhance wider coverage as the researcher have to combine other academic activities and examinations with the study.

FINANCE: The finance available for the research work does not allow for wider coverage as resources are very limited as the researcher has other academic bills to cover.

 1.8 OPERATIONAL DEFINITION OF TERMS

Public service

Public service is a service intended to serve all members of a community. It is usually provided by the government to people living within its jurisdiction, either directly or by financing provision of services

Public servant

A Public servant or public servant is a person employed in the public sector by a government department or agency. Public servants work for government departments, and answer to the government, not a political party.

Government

A government is the system or group of people governing an organized community, often a state, but also other entities, for example, a company.

1.9 ORGANIZATION OF THE STUDY

This research work is organized in five chapters, for easy understanding, as follows Chapter one is concern with the introduction, which consist of the (overview, of the study), statement of problem, objectives of the study, research question, significance or the study, research methodology, definition of terms and historical background of the study. Chapter two highlight the theoretical framework on which the study is based, thus the review of related literature. Chapter three deals on the research design and methodology adopted in the study. Chapter four concentrate on the data collection and analysis and presentation of finding.  Chapter five gives summary, conclusion, and recommendations made of the study.
