POLITICS AND RECRUITMENT IN EMOHUA LOCAL GOVERNMENT AREA 2015-2020


Abstract

The purpose of this study was to investigate the interference of politicians in the recruitment in the selection of Civil servant in Emohua LGA of Rivers state. The research design was descriptive survey to investigation and observed the influence of politicians on recruitment and selection of civil servant in the River state of Nigeria .It is of utmost important for institutions within this region to discourage the interference of political office holders in the recruitment and selection processes of civil servant in the state. Findings from the research shows that the quality of service be it in state own institution of learning or other public office holder in the state is dependent on the quality of personnel recruited to man the office. Also unqualified staff are recruited and appointed to hold sensitive academic position in the polytechnics thereby ridiculing the meritocracy system. Sequel to the above, it is very important for this institutions ensure that quality staff of the organizations are being properly recruited and selected not appointed by politicians since this has a negative effect both on the image and performance of the organization .Some recommendations were put forward to resolve the issues of the research.

 

CHAPTER ONE

                                         INTRODUCTION

  • Background of the study

The effective and efficient performance of any organization to a large extent depends on the quality of its workforce. The availability of the pool of qualified and competent personnel does not just happen but through effective recruitment and selection exercise. Recruitment and selection are concerned with filling and keeping filled positions in the organization structure (Koontz and Weihrich, 2005). Every organization (public or private) depends on the effective use of its available resources in order to achieve its objectives. These resources (human and material) should be in the right quantity, quality and time, if they are to be effectively utilized. However, one of the resources of the organization which is considered as the most vital, most valuable, most complicated and the least predictable is the human resource. This is because it is the human resource that processes the other resources of the organization so that the goals and objectives of the organization are achieved. Higher education is a very significant factor in the development of every nation. Personnel working in these institutions both in administrative and academic capacities are the receptacles from whom students get empowered and nurtured with skills and expertise to contribute to national development. There is therefore the need to ensure that right people are hired. Cloete (2013), states that the process of recruitment must be undertaken with a view of obtaining the services of people of quality. Barbar (2008) indicates that there are two important phases of the recruitment processes that are very essential for good recruitment and selection processes. First, to attract large numbers of applicants and the second is the ability of Human Resource Divisions to make the best selections out of the total applicants (Barbar, 2018). According to Barber, Wesson, Roberson and Taylor (2009) recruitment process is effective if it brings enough pool of applications and the selection process is handled with ease. The effectiveness of the selection process is directly influenced by whatever happens during the recruitment process. However, the Nigerian civil service has been highly politicized due to many factors ranging from the form of government in practice (presidential system) whereby appointments are done by elected political office holders that is the President, Governors, Local Government Chairmen and/or authorities authorized by them. Coupled with chapter 11 section 14, subsection 3 of the constitution of the Federal Republic of Nigeria 1999 which lay emphasis on the Federal character principle have consequently made appointment and recruitment into the Federal State and Local Government in Nigeria to be based on politics rather than merit. Associated with the above syndrome is the appointment of wrong persons that is one without desired skills, which is using square pegs in a round hole in the name of party affiliation, god-fatherism among other things. Thus, making the economy a state of regret as (Nnamani, 2009) said, “Such an economy cannot manufacture finished goods for export. Along with lower industrialization, developing nations tend to have a high dependence on primary export”. According to Nwatu (2012), the politicization of the civil service has resulted in “Cake sharing psychosis and ascription”. Essentially, the politicization centred more on benefits and reward than in contribution towards high productivity and economic development. It is only in Nigeria that one who studied law in the university would be appointed as Power and Housing Minister for the sake of Federal character, the aftermath of all these political issues that surround the recruitment and appointment in civil service is low in productivity and value basterism. Speaking on value, Nnamani(2009) maintained that “the strength and durability of the development or civilization people build depend on the kind and quality of the valves they exhibits or extol. This is because we may be building with one hand and destroying with the other; or another group with different values and intentions destroying what was built. Consider issues like vandalization of oil pipes, tempering with installation of electricity power property, burning of government offices in order to destroy documents so as to conceal information, betrayal of trust and connivance of public officers with outsiders to defraud establishment”. All those attitudes, actions and misplaced valve system are counterproductive and mar development. The citizen of the developing nations particularly their leaders, should realize that their descendant and younger generations must inherit whatever they do today and they have no other country to run to, if their ‘parents’ mismanaged and underdeveloped their countries.

  • STATEMENT OF THE PROBLEM

Searching for, and obtaining potential job candidates in sufficient numbers and quality and at the right cost is the best way for organization to get the most appropriate people to fill its job vacant positions (Onyeaghala, & Hyacinth, 2016). In recent time, there have been series of complaints about the recruitment process in the Nigerian government parastal, especially in the government sector. Civil service in Nigeria has witnessed several reforms since independence with a view to achieving the much desired efficiency, effectiveness and responsive governance at all levels. These reforms are aimed at remedying the inherent structural problems in the appointment and recruitment process of staff within the public sector Organization. Despite these reforms, the much desired efficiency, effectiveness and high productivity in the public sector remain elusive. According to Okoli (2004), appointment and recruitment by representation more often than not increases the chances of filling superior positions with less qualified persons. This is especially so, because since (representation politics) is the major criterion for the selection of employees into offices, these leads to tendencies of subordinate technical qualification to geographical ethnicism or even religious spread. It is true that the zoning or quota system based on recruitment attempt to manage the diversity divisive and sharply divided Nigerian society. The implementation has been fraught with other political criteria such as zoning system, tugging, god-fatherism and political affiliation among other things. This has been linked to the high level of administrative inefficiency and low productivity experienced by the Nigeria public service in spite of myriad of reforms over the years (Nwogwugwu and Ohuwabukumi, 2015). It is in view of this that the researcher intend to examine the influence of politics and recruitment in Emohua local government area within 2015-2020.

  • OBJECTIVE OF THE STUDY

The study has one main objective which is divided into general and specific objective; the general objective is to examine the politics and recruitment in Emohua local government area. The specific objectives are;

  1. To examine the effect of political interference on recruitment process on staff quality
  2. To ascertain if there is any significant relationship between recruitment and politics in Emohua LGA
  • To examine the impact of political interference on the recruitment process on the transparency of the recruitment exercise
  1. To explore the role of government in ensuring transparency in recruitment exercise
    • RESEARCH QUESTIONS

The following research questions were formulated by the researcher to aid the completion of the study;

  1. Does political interference have any effect on recruitment process on staff quality?
  2. Is there any significant relationship between recruitment and politics in Emohua LGA?
  • Does political interference on the recruitment process have any impact on the transparency of the recruitment exercise?
  1. Does government play any role in ensuring transparency in recruitment exercise?
    • RESEARCH HYPOTHESES

The following research hypotheses were formulated by the researcher to aid the completion of the study

H0: There is no significant relationship between recruitment and politics in Emohua LGA

H0: There is a significant relationship between recruitment and politics in Emohua LGA

H0: political interference on the recruitment process does not have any impact on the transparency of the recruitment exercise

H2: political interference on the recruitment process does have an impact on the transparency of the recruitment exercise

  • SIGNIFICANCE OF THE STUDY

It is believed that at the completion of the study, the findings will be of great importance to the recruiting agency or parastatal saddle with the responsibility of recruiting qualified personnel to fill the vecant offices in government agencies, ministries and parastatals. The study will also be of great importance to researcher who intend to embark on a study in a similar topic as the findings of this study will serve as a reference point to further studies. Finally, the study will be of importance to student, teachers, academia’s, and the general public as the findings of this study will add to the pool of existing literature on the subject matter and also contribute to knowledge.

  • SCOPE AND LIMITATION OF THE STUDY

The scope of the study covers the politics and recruitment in Emohua LGA of Rivers state. But in the course of the study, there are some factors that limit the scope of the study;

 

  1. a) AVAILABILITY OF RESEARCH MATERIAL: The research material available to the researcher is insufficient, thereby limiting the study
  2. b) TIME: The time frame allocated to the study does not enhance wider coverage as the researcher has to combine other academic activities and examinations with the study.
  3. c) Organizational privacy: Limited Access to the selected political parties’ office holders makes it difficult to get all the necessary and required information concerning the activities.

Recruitment refers to the overall process of identifying, attracting, screening, shortlisting, and interviewing suitable candidates for jobs within an organization.

 

1.9 ORGANIZATION OF THE STUDY

This research work is organized in five chapters, for easy understanding, as follows

Chapter one is concern with the introduction, which consist of the (overview, of the study), statement of problem, objectives of the study, research question, significance or the study, research methodology, definition of terms and historical background of the study. Chapter two highlight the theoretical framework on which the study its based, thus the review of related literature. Chapter three deals on the research design and methodology adopted in the study. Chapter four concentrate on the data collection and analysis and presentation of finding.  Chapter five gives summary, conclusion, and recommendations made of the study.
